Bayani "BF" Fernando, graduated Bachelor of Science in Mechanical Engineering, Mapua Institute of Technology; conferred the Doctor of Humanities, Honoris Causa, by the Xavier University; recipient of the Outstanding Filipino Award for Government Service; highly respected practitioner in the field of engineering; dedicated and hardworking public servant; three-term city mayor of Marikina, transforming the municipality into one of the best managed and multi-awarded cities in the country and the paradigm of responsive and effective governance; former Secretary of the Department of Public Works and Highways; Secretary of the Metropolitan Manila Development Authority; and known to be a reformer, performer and problem solver.

In recognition of your exceptional administrative skills and outstanding leadership qualities that have become the yardstick of performance for the local and national government leaders; of your uncompromising, principled and dedicated service to the nation as the Secretary of the Metropolitan Manila Development Authority; and in particular, of your advocacy to continuously transform Metropolitan Manila into a livable metropolis and of your inspiring efforts to promote discipline and bring about a dramatic change in the lives of the people, the Board of Trustees of the Central Colleges of the Philippines, by the unanimous vote of its members and upon the recommendation of the School President, grants upon you today, this
